Well, I had an idea for a long time after watching this movie called "Dahmer vs Gacy" (it's now one of my favorite movies):
Many dead serial killers have been cloned by the CIA, in order to create an army of super serial killers. They make the serial killer clones EVEN MORE HORRIFYING than the original killers. Two serial killers, the worst ones, escape from the base, wreaking havoc on the town and hunting down the foolish scientist who brought them back. -
