Cant ban one person when others who have made similar offences have only been let off with a warning or wave of a finger.
Let her have another final warning or whatever you want and then decide on it yourselves, as mods should do. Now that you have some answers from the community. -

she exhibits some behavior i don't understand for the sake of attention that she probably wishes was more positive. i've talked to her and she's genuinely a sweetheart. yes i do think some jokes are a bit far and eccentric, but i also think there are users who've done worse who got off a little too easy. and i also believe there were incidents that had no action considering the audience of this website. i don't think we should ban her and associated accounts like that.
even if she won't receive it well, i think it'd be fair to issue a formal warning that documents why this level of action may need to be taken.
but don't just ban her like this. -
i don't know, i'm trying to be unbiased in my view, but i just feel like there really is a lovely person and sweet soul underneath the eccentric behavior.
don't you think taking a large measure such as this wouldn't be very helpful to her potential growth?? -
Shes always going to be rude and two faced.
Any friendship she makes will be ruined of her own accord. She does nothing to make the site any better.

We feel that she's had plenty enough warning over the years. At this point, she is aware that her behavior is unacceptable, and chooses to continue harassing and insulting other users. We feel that the occasional pleasant conversation does not excuse the spam and rule-breaking. When she gets penalized for something, she just hops in another account and comes back to retaliate. That, to me, does not indicate a willingness to grow.

i'm not around enough due to my own life taking hold on me being online very often and i wasn't here for the other years, so i know those who are active would know better. as that is the case, then i guess you guys will have to do what you have to do.

Honestly, no, I don't think you should ban her. To me, it just doesn't seem right. I need to see a list of reasons (with threads as proof) as to why she needs to be banned because I haven't been on lately. The last time I was on, there was that misunderstanding between Dark and her and then it seemed to be settled, and I haven't seen anything since then (but again, I haven't really been on). From what I can see, she for the most part stays in her own thread

We recently discovered that we can delete older accounts by marking a lot of posts. It wouldn't necessarily be a full ban— as you have pointed out, multiple accounts can be made in seconds. But the account "1714" can be completely deleted, as well as other known accounts.
The thought process behind it is that it's a bit harder to post with an account that has a 30 second post timer vs. one with a 15 or 10 second timer. -
There's no proof because the moderators have deleted all of the content that was against the rules. We've been on top of it all for months now. That's why you, along with users who are more inactive, have not seen the constant rule breaking posts/threads.

Regrettably, we haven't been taking screenshots for everything as we should have. Which makes it significantly harder for the people who didn't see the content as it happened to believe us. But she's made it a habit to break rules on purpose in a "rebellion" against the moderators. She has done this for years now, but we've been a bit more persistent at deleting it recently.

I don’t know if she fully deserves to be banned. There are times where she’s chill and civil, and there are times where she’s mean. I guess the choice ultimately resides in you mods. I know and understand that you’ve given her multiple chances in the past, and that this may be a recurring problem, but give her a few more chances maybe. If nothing really does change, it’s up to you guys on what to do. Maybe just mark any of her posts that are mean, but don’t go as far as deleting her account yet.
I’m trying to be decisive, but don’t really have a decision made yet I guess.
