To level up you need to make quizzes that people will be interested in taking. That's the biggest thing that helps you level up. Making polls helps, and I think posting does a tiny bit too. Also being here for a while will help you level up.
I have no idea what the rank order is. I know the first three are Newbie, Novice, Junior. -
