In the future everything is perfect. Perfect. No one steps out of line, no one breaks the laws and life is perfect in this utopian setting.
but there's a reason why everything is perfect.
When ever someone steps out of line, or witnesses someone step out of line they're brain washed and their minds are reset.
Two teens, C1 and C2, witness a murder from a scary masked man. C1 and C2 are about to have their brains washed when the scary masked man saves their memories and he takes them to a secret base... The people are rebelling because it turns out the city isn't as perfect as everyone thought it to be...
and we can throw in Romance and what not if you'd like. Dose it sound good? If not I can come up with another one if you'd like. -
It's a mix of Total Recall the new version, and the short story Harrison Burgeron; yes it's a good plot! I love it!

Total Recall is a movie but do NOT watch it it gave me nightmares. Your memories were erased, and the government gave you new ones so you would believe who they say you are is who you are. *shivers*
In Harrison Bergeron, the government has made everyone dumb and weak, which is what they call average, so that everyone is "equal."
let's just see if we end up having romance, thats fine, if we don't, that's fine too...that'll be the big variable.

The streets are nice and clean as Astoria walks down them. She's heading home after a long day of school. People kindly wave as she walks by and she kindly waves back to them. A smile is painted on her lips as she pulls her arms tighter around herself because of the cold weather.
