One problem is that some people may be using a shared network (it seems like this is the case for some users here), like a school network or something, so they all have the same IP address even though they are actually different people.

Yes. If multiple students in the same school go to make accounts while using the school's network, then some would be unable to do so.

How about this idea:
If an account has received a lot of offensive points, their I.P. address is prohibited from making new accounts. -
They can get around that using a proxy server though.

Honestly, I think this whole idea is quite bad. Look at SugerCube, for example. She has around ONE HUNDRED OC accounts. Making OC accounts would be the main reason NOT TO. Besides, what if you could ban some-bodies' IP until they... Pay a small fee?
