Me and my brother had a disagreement. I think that if someone can turn into water, and another person can control water, then the person who controls water can control the shape shifter. But my brother thinks the person who transforms into water can't be controlled because then the water has a mind. What do you think?

I'd say the guy who controls water could control the person, but there would be a lot more resistance coming from the person who is water. Thus, it's a lot more difficult for the controller to manipulate the water-person to his/her will.

Of course! If you can control water then you can control the shape shifter! But it'll be hard to do so tho ^^
