I disagree too. I believe Prill did it. Yes he made an alibi so simple, or he made it seem simple. He had to make sure every small detail is accurate, to make is story seem simple. To prove he didn't do it, when he did.

They only people that could have seen Prill was the soldiers,However, while running drills, you have no time to look around, and see random people.
Prill didn't make up his story, and he didn't kill Tate.
Tate was murdered by accident, because of a shooting drill the soldiers were doing. -

Your question was "Do you disagree?" You had to state why you did. The answer is
No body of soldiers ever steps "in perfect unison" across a rickety old wooden bridge (as Prill claimed) for fear of setting up vibrations that might collapse the structure. Lieutenant Cord would have ordered in a route step at the bridge. -

Drills never happen anywhere near civilians, or aimed at civilians.
There are no bullets in guns during parades. -
