It's not nice, imagine you went to a completely different country and couldn't speak the language well; you would want people to help you if they could. Plus if they're trying and someone makes fun then it's really discouraging. My grandmother was made fun of for her German accent, how is she just going to change that?

Nobody makes fun of my accent, except when I speak in Arabic, but not a lot.

I'm Japanese but I live in America and have been told I have a slight accent, but no one's made fun of me. And I agree people shouldn't make fun of someone for this.
