Yeah! I really want to level up, but HOW?

I think the most effective way is to make quizzes and perhaps polls. You can also just be active on the site in general, but I haven't noticed that adding much to the level bar.

Well, actually, no one knows which one takes the longest, because what about Expert to Elite? I don't think anyone's made it there yet. Nor have they made it to Ultra Elite if I remember correctly. Besides, it all depends on the quizzes you take, how many people take your quizzes, how active you are, etc.
