It's something that's been on my mind.

Never. If you feel the need to claim and defend it, then you aren't. And by the time you are, you no longer feel the need to defend it to others.
You can love someone at any time you want. I love my family. I love my friends. Hell, I loved my dog while he was around. But That's the sad truth of the word love, isn't it? To love something could mean anything you really want it to mean. It's all context clues.
What matters is that you care about the person. I'm not talking about lust or infatuation. I mean truly care about them. That's all you need truly.
So love like a romantic. Feel like it's all you have. And live like every experience is your last. Gain as much experience as you can, love everything and everyone, and don't let people who tell you you're too young take that love away from you. Just whatever you do, don't be in a rush to be "old enough". Because there's no such thing.

If it's your job to be the one who always takes a changes,
And if you have to cross thin ice then cross it in a dance. -

I'm talking about love for a significant other. How old do you have to be actually love a significant other?
If you're like, 3, then you can't really decide that. But if you're 20, you can. Somewhere in between those two ages is an age, where if you were at that age you knew that you really loved a significant other.

Woah, easy. Everyone has different opinions, but 11 or 12 is WAY too young. They haven't even hit their hormonal stage yet. Girls don't even have their periods.
If say around 15 or 16. 14 at the youngest. At that age, they've hit adolescence and at least vaguely know how to keep their emotions and hormones under control. High school age is safer.
But everyone is different -
I'd say probably about 13 or 14, when people are old enough to know (at least vaguely) how the real world works. But I'd also say it's different for everybody.
