Because if some dude rang me up randomly and was like "Hey, lets be friends again!" I'd kind of think it was a little bit odd....
But you know her better than I do :) -
Also, I HATE talking on the phone...so if you rang me I'd probably be awkward and stuff.
In person you can tell what a person is thinking more easily :) -
yeah but i'd like have to pull her over and be all serious and stuff. yeesh, maybe i'm just paranoid >.>

You don't have to pull her over...just talk to her like a normal human being :)
You have to say, "Lets be friends again" blah, blah, blah. Just start a conversation and your friendship should bloom :) -
