Now it's time for me to post GerIta to overcompensate for sucky season ending.

I'm happy to know that there are other people who know my pain in Germany's friendzone.
-
With who?
(I haven't watched all the episodes yet) -
Italy pretty much rejects Germany. It's extremely unsettling. He even tries to give Italy a tomato ring..
-
Yeah, what happened was basically Germany has trouble understanding Italy's actions as always, and tries reading books on what to do. He thinks it's because Italy loves him so he goes through a step by step process, while over time starts to actually enjoy being in a "relationship". Mind you, Italy doesn't know Germany thinks his actions are romantic, and we don't 100% know what Italy is thinking during this, except that he's confused and uncomfortable. In the last episode Germany takes Italy out to dinner to finish the last step in the book; to propose to him. Yes, the ring has a tomato instead of a diamond. xD It's silly.
But anyway, when he goes to actually propose to Italy, everything becomes awkward and sad and horrible. x3 Italy doesn't out right say no, but he looks incredibly uncomfortable and freaked out.
Here's some things I'd like to add to this:
Italy didn't even know Germany was thinking this all along. I mean, it really is something out of character for Germany to do, and to be proposed to out of the blue, in front of a waiter and everyone, would probably leave Italy uneasy.
Also, they left out the last part of the script that I find adds a lot to these two. The part where Germany has a flashback to a young Chibi Italy. Many people in the fandom speculate whether Germany is Holy Roman Empire from earlier in the series. HRE was Italy's first love who left to become a strong empire but never returned. If Germany is HRE, it is possible that the creator would intend to makes things come full circle. That Italy is reunited with his first love and yadda yadda, happy ending. xD I will add that Hidekaz has said that Chibitalia and Holy Rome will "get a happy ending" before.
Keep in mind, Hetalia's episodes are only 5 minutes long. There's a lot of material to be resolved that I can only infer is why they left a cliffhanger, making it so we have to wait for the next season (Writers are sadists like that. :P).
If I were to say my theory on what will happen, I think by the end of the series things will fit into place, and dare I say GerIta may become canon. It's weird though, since Hetalia has always been such a light-hearted, silly anime that I wasn't entirely expecting Hidekaz to make any pairing truly canon. Don't get me wrong, I like GerIta, but it kind of seems like it would alienate a large part of the fandom that doesn't enjoy the popular pairings, or even pairing the countries at all. Whatever happens, I only hope that when the series does end it focuses less on solid romantic pairings and more on the message I always thought the show had; that even if there are tensions between countries or cultures, that there are silly stereotypes and history, we all are human. We're all people, and we should celebrate and care about each other. x3
