Rampage
C1 is a teenager who has had mental (or physical) problems for most of their life. If mental, they have sociopathic tendencies that makes them lash out and go on a rampage, oftentimes killing or severely injuring several random people at a time. This is a result of their father, who was a serial killer, and implanted these ideas into them from a young age. (If a physical issue, C1 has a non-contagious disease that hasn't been seen before, and a cure hasn't been found yet).
C2 is an experienced counselor (or doctor/physician) hired by the state to try to "fix" C1. Of course, C1 proves to be a challenge.
In time, their relationship grows, they become close, and all that good stuff. One day, C1 has an emotional breakdown and goes on another rampage, severely injuring C2 (or in the "physical" case, it suddenly gets bad, maybe while C2 isn't around?). The two have to figure out what they're going to do about their relationship, and how to deal with C1's problem.
Credit to Barry Lyga, because this is partially based off his book "I Hunt Killers."
Runaway
C1 has been running for years. Well, trying to run, at least. Coming from an abusive household, nothing gives them as much pleasure as being out of the house, away from their parents. They always get found by the law, but with each attempt, get better at hiding. C2 is a young cop assigned to finding C1 at this escape. When found, C2 talks with C1 and learns about the family situation. They take pity on C1 and offer to hide them. They have to keep it under wraps (since it's illegal), and that causes them to become closer and C1 to be more trusting of C2. A bond forms between the two, and they soon realize they couldn't live without the other.
Of course, you can pick mental or physical problems if the first.
Tweak either if you wish; I'm open to suggestions!
I have more plots if these don't sound appealing.
If anyone has come up with something similar, the by all means, credit where it's due, but I did not see them and was not meaning to copy. -

Here's a few that I've done before but wouldn't mind doing again-
C1 and his husband were married- Illegally, of course, since in their village, same-sex marriage was heavily frowned upon. Still, they married in secret, and lived together for a full five years.
And then everything was ruined.
Living on the coast had always been dangerous. However, the people thought they were well guarded against the many pirates that roamed the sea, pillaging towns, stealing livestock and women, killing men. They never dreamed it could happen to them, but it did.
C2 is the first mate of a well-known pirate ship. He's good with a sword, and quick to kill without question or guilt. When his ship docks at the shores of a small village, he has no problem killing whole families. When he reaches C1's house, he kills his husband, and then, mistaking C1 for a pants-wearing, flat-chested girl, kidnaps him.

C1 has been volunteering to help out at the hospital since he was fourteen. Now, in his mid twenties, he has a part-time job as a nurse.
C2, barley eighteen, arrives with a brain tumor, and nine months to live- The doctors refuse to allow him to go back home, as he lives alone, and isn't know to take his medicine regularly. C2, however, insists on going back to his apartment, or at least being allowed to stay elsewhere than the hospital. He doesn't seem to have any family members or friends in the area, though, so C1 ends up volunteering to stay in his apartment for a few months, until someone else can be found, and C2 agrees.
After they've been living together for some time, C2 is recommended to a doctor that might be able to help him. Only, he's half way across the country, and he's grown rather close to C1. A decision is made that they'll keep in contact, and C2 takes off.
As a few weeks pass by, though, C2's condition grows worse, and soon the skype calls, and texts slowly decrease, until C2 isn't responding to C1 at all.

C1 was raised East of where C2 lived C1's father was one of the more powerful sorcerers, and in their land, equal to that of a king. C2's father happened to be the ruler of a kingdom in which magic was banned. This would have gone fine if the two lands had not resided side by side. Eventually, a war broke out between the two, and both C1 and C2's father's perished in it. Determined to end the war between their people, they decided to meet.
The decision was made by letter that they would meet in C1's capital city. When C2 arrived, he was greeted graciously, but soon, he discovered that there were some things the two could just not agree on.

YC and MC are both well-known criminals. They've both heard each other's name, but weren't aware that they were slowly moving into the same hunting ground.
One night, while MC is busy searching a house for it's valuables, YC breaks in, intent to do the same, and the two literately walk right into each other. After a little confusion, they work together, and end up going out for a drink to celebrate a job well done. Finding that they work well together, and are compatible, they become partners in crime.
Until one of them ends up getting caught, and then the world goes to hell.

Thing from this awesome plot blog:
Muse A works as a waiter/waitress at a kitschy 50s themed diner on the edge of town. Poodle skirts, letterman jackets, and malted shakes galore! Once a popular attraction among residents and tourists alike, the little diner has lost most of its business to larger shopping/dining complexes that have sprung up in the heart of town. Though the pay would probably be better elsewhere, Muse A stays on at the homey diner and spends their shifts fully immersed in the 50s experience, dressing and talking the part until its time to close up. With the holidays approaching, Muse A hopes for a much needed rush of patrons to keep the struggling eatery afloat; even just one new face would be nice. Enter Muse B. When Muse A first meets Muse B, they mistake Muse B for a new hire since they appear to be in uniform and speak as if theyve stepped off the set off Happy Days. Muse B isnt an employee but a new customer who begins to come in for the dinner special every evening.
The 50s diner is the only place in town that Muse B feels truly at home, because theyre not from this era. The details of how theyve arrived at the present day are fuzzy for Muse B, but once they see the neon lights of the diner they have that familiar feeling of belonging that draws them in. Muse A notices Muse B coming in every night and finds something oddly charming about them, though they act strangely compared to the other customers. Over time, the pair come to have heart-to-heart conversations over dessert and coffee after closing, then Muse B kindly offers Muse A a ride home in their 56 Plymouth Fury. When Muse B reveals the truth about themselves to their new friend, Muse A is disbelieving, though it sort of makes sense; theyve never met anyone in town as old-fashioned and well-mannered as Muse B. Getting over the initial shock, Muse A promises to help Muse B acclimate to 2014 until they can find a way to send Muse B back to their decade.

Some other things:
C1 is a young college student, who walks home every night. He normally has no problem with this, but, one night, he's attacked by a homeless man, and robbed of both his money and clothes. Left stark naked, more than a mile away from his house, C1 is only even more put out when it starts to rain. C2, on his way home from work in his car, spots C1, and, out of the kindness of his heart, offers him a jacket- And a ride home. -
