My idea is that it would have romance between someone and someone who might be a dragon in disguise

Yes, I'm still thinking of what he would be like but I'm thinking he would have not really human traits like no hair and weird scale like skin on some areas ( even in his disguised humanoid form )

That would be rather difficult to deny him being a dragon...

You're not dumb.
You said "someone who might be a dragon in disguise." If they had no hair and scaley skin, it would be rather obvious that they weren't 100% human. -
He could hide that with a hat ( also he would have rather small horns ) and he could keep stuff like gloves on and not take his clothes or gloves off in front of people

Maybe your character could somehow take my character's gloves off and see some of the black scales XD I'm still thinking of a name for him and how to start it
