  The EPA is currently regulating carbon emissions under the Clean Air Act, so a carbon tax would really be more for revenue than anything. Also I think it leaves alot of room for abuse to simply tax carbon, because it means that instead of paying a stiff penalty for releasing too much carbon into the atmosphere, companies can just pay a tax and keep polluting the environment. The tax would have to be at a rate that is high enough for polluters to feel the pinch. A cap and trade policy would probably work just as well, if not better.
