no. vlad the impaler was a ruler who had his foes impaled. he never actually physically killed any of them. so even if it wasn't war type situations he can't be a serial killer.

No, he was the leader of Austria I believe (I'm not sure if that's the country), the reason he was called "Vlad the Impaler" was because that's what his armies would do to people. They would get a huge-ass stick and shove it right into their alive enemies (starting from the private parts) and slowly move on up until the stick comes out of the chest and then they set it down on the ground pointing upwards.

Well, to be considered a serial killer would he have to do it himself? Like Hitler isn't considered one, even though he was responsible for millions of deaths.
