Kali had finally extinguished the fire and went back to unfreezing people, then she realized they may have accidentally froze Vegeta when she saw that familiar face, Kali quickly went to unfreeze him.

... And then just when Kakarot was going to attack Nora, Fasha yanked on his hair. He yelled in pain
