My book here says that rational numbers are integers that can be divided by other integers. The previous page says that integers are whole numbers, not decimals, so how is it in this exercise that there are decimal numbers and they still count as integers?

Nope. -64 is an integer. As is 137.
But -.64 and .136 are not integers. -
^ this. Those are not integers. Integers are basically whole numbers, 0, and negative whole numbers. No decimals. Rational numbers are the numbers that result from ratios of integers, like 1/2 is 0.5, or 3/2 is 1,5. One might think then that any number with a decimal will be rational, but that is not the case. For instance, the value of pi or the square root of 2 cannot be given as a ratio, so they are not rational numbers, they are called irrational.
