How can someone suspend habeas corpus and yet impanel military tribunals at the same time?

Then set up military courts to hold judicial trials for the South.
What?
Maybe the people from the South just didn't get lawyers and it was up to the judge like, "So-and-so did this that and the other thing" and then the judge would give them their sentence? -
But the war hadn't started yet

The way this is making it sound is that it took place around the same time.
But it can't have. He had literally no reason to set up military courts if they weren't at war. -
I'm going to have to look more into this.

You know what I'm just going to assume that the courts were set up during the war and they're just lumping the two together because they were both passed without Congress giving the okay.
