Kitsune and Moon spirits on Fyre do not have the same rights as everyone else.
Moon Tribesmen and Kyuubi are strictly forbidden from setting foot on the isles.
The moment a Kitsune transcends to Kyuubi status they are banished.
And Moon Tribesmen found on Fyre is to be imprisoned or executed if they resist.
This rule existed long before Heph came into rule. -
Oh and Humans have to have permission from the Royalty of the island their on to so much as visit.
For a human to live safely on Fyre, they must get special permission from the reigning Matriarch [At the moment Heph, it used to be Guinevere] -
