Mass Effect is a game. You are Commander Shepherd, an Alliance Military officer. You pick what background they have (what made them join the military, what made them stand out from other soldiers, where they grew up), what gender they are and what they look like. Later in the first game the Council (three aliens) make her a Specter (officer with a ton of resources and works outside the law) to take down a rouge Turian (type of alien) specter. The commander recruits a team made up of aliens and humans alike to stop him.
In number 2 it starts where Shepherd is killed. She is resurrected by an illegal organisation called Cerbureus two years later. She must now stop an alien race that lived outside the galaxy in unexplored space. She has to recruit a new team but finds a few old friends (parts of the team from the first game) along the way, some joining and others hating her. After a mission or two she can finally go to actually recruit the people for the team. That's where Jack comes in.
