For me it's Japan hands down. The music, fashion, anime and individuality, all surpass what I've seen everywhere else.

I like the Scandinavian countries. Nearly one-fifth of Swedes are atheists, which I think is pretty cool. I'd like living in a really secular country like that.

well cultural efficiency is a matter of progress and endurance. since America has the strongest military, economy, and creative class, worldwide I say it HAS to be America :D
