  I know how to add a picture to a quiz but I don't know how to add a picture as a profile picture.

  well you're still a newbie and most of the newbies can't have a picture yet.

  pictures are unlocked once you hit 'novice' status, which is right after newbie.
  
  To level up, post on forums, create quizzes, comment on quizzes, rate quizzes, etc.
