It is illegal if you are hacking for no particular reason. And as said by therealminine, it depends upon why you're hacking.In GTQ, hacking is not allowed since a rule itself is there.

I think it depends on the business or whatever else. If you hack the government (somehow), then, yes I assume that's very illegal.

Hacking and obtaining personal information of anyone without in their permission is very illegal and could result in you going to prison should the victim choose to charge
