I think you have to be Hot Shot and above but I'm not sure.

Moderators were elected a few months ago by vote. Status wasn't a requirement, though it did play a part in how we nominated users. For example, I'm above the Hot Shot level, but not a mod. As far as we know, the positions won't be reassigned any time soon. Why do you ask?
