I'm not GTQ Guy, however, I'd like to answer on his behalf. Yes, GTQ Guy can ban accounts, and he may also delete them or make them inaccessible.
If, for some reason, you would like your account to be deleted or "frozen" (you cannot access it but its posts still exist), you can email the admins' email found at the 'Contact Us' page.Moderator -

Any post that's hurtful or breaks any rules will he automatically deleted.

No posts are automatically deleted
Moderators can mark posts as offensive which will result in the post becoming gray
Posts that do not abide with the forum rules are said to be offensive
You can read about the forum rules here if you haven't done so already THE FORUM RULES
When 2 moderators mark a post as offensive it is then deleted
Deleted posts and posts being marked offensive will result in the violator's post time limit increasing
Continued violation of rules and posts being deleted will result in the violator's account being temporarily suspended
This means that they will not be able to post in the forums for a while
Time limits and suspensions are gradually put back to normal after sometime
You as a user can contribute to violating posts by marking them offensive as this will also increase their time limit by a flat amountModerator
This thread is locked, therefore no new posts can be made.
