Kish, alot of people cuss. Both my uncles cuss in normals convos, my best friend cusses in normal convos. Not everyone view cussing as some horrible thing.
There should be mods but the mods shouldn't abuse they're power. -

On a website forum based on serious discussion on a given topic (video game forums, etc), I see no harm in mods that stop small disputes.
But a forum meant for casual socializing? No. -
