I came up with an idea without having things get too complicated. It would work with the "offensive" links. Basically moderators would have amplified power when clicking the link.
Reminder: clicking the offensive link gives penalty points to a post. Users of higher status give more penalty points (newbies cannot give any). The number of penalty points a user gives decreases the more often he or she clicks the link within a span of time.
When a post accumulates penalty points, it gets grayed-out or eventually deleted. Users who have recently earned penalty points on their posts also have their ability to penalize other posts reduced.
New change: Users who have had posts penalized recently will be hit with a longer delay in between posts. Therefore in addition to having their posts grayed or deleted, they'll also have less ability to post more (until a certain amount of time passes). They'll have less ability to mark other posts as offensive.
So... as I said at the top, moderators would have extra power for applying penalty points. This enhanced power would allow offensive or spam posts to be dealt with more quickly and effectively. And as a consequence the individuals who get their posts penalized by moderators will (temporarily) face a reduced ability to add new posts. Moderators will also be able to optionally have their posts display a moderator tag when they want to "speak in their moderator voice."
So basically if you're a moderator OR if you're a higher-status user who doesn't over-use the offensive link and doesn't get his/her posts marked as offensive, your clicks on "offensive" will carry more weight. If you're a lesser-status member or you over-use the offensive link or you get a lot of penalty points on your posts, you'd carry little or no weight.

I had a more figure of authority in mind such as moderators with the ability to ban or temporary suspend members to prevent further spam but I guess that is a bit of a stretch as it will be abused...
I do not understand your system, GTQ Guy, does everyone have the ability to do these reminders and penalties or will there be a certain few selected? -

Lithos sounds good, although the trolls could overuse it with multiple accounts which would probably sum up to the power of a moderator or high status user.

This could actually work. It's a good system of giving everyone a little bit more of control while limiting the amount of control.

I like the system. Spam accounts hold no merit so we won't have anyone abusing the system because overuse weakens your authority.

The ones who are made moderators will basically have enhanced power to give out penalties, but all users of a minimum status will have some of that same power, too. So the idea is that regular users have some influence, moderators have more influence, but no one has huge powers like banning and mass-deleting (which may be too big a step for GTQ).
