That thing about coming back has happened to me before, but I don't put much faith on it. If you want someone to possibly come back, you at least need to tell them how you feel first. It's more for if you date and then break up, that if you're meant to be with them, they'll come back.
As for your situation, everyone has things they regret. It's natural and it's healthy. But don't wollow in your misery. Use this regret to better yourself. If she comes back, remember how you're feeling now and let it give you the courage to say something. If she doesn't come back, remember how you're feeling now the next time you're scared to tell someone how you feel. In either case, you can't live in fear. -
Do you still have contact with her? Perhaps you could ask her out now?

The way I see it, is you gotta act for yourself. You can't just sit back and hope the person of your dreams will come back to you. You have to take charge and try to change the course of things.
