That still doesn't answer my question but okay
The programs I use are Photoshop CS2, CS6, and Paint Tool Sai (which is the same one Vege over there uses). The pictures I post in here are usually done with Paint Tool Sai.
They are not accessible via internet and you need to download and set up the programs. Paint tool sai is roughly $50 but theres a lot of places to torrent (cough illegally download) it along with the other two programs I listed
CS2 can be downloaded for free on the adobe website as long as you make a free account.
CS6 is $700.

Sumo Paint is a decent online-based program that can be downloaded as well.
