Okay long story made short, Mexico was one of the first Latino countries to make peace with Russia, ever since then they've gotten along.

Germany's relationship to Mexico:
At one point during the second World War, one of the commanders (political officer to be exact..) of a German submarine declared that he was from Mexico.
Music from Mexico has some German roots.
The Zimmerman Telegraph was sent from the German Empire to Mexico, and that's what got USA into the war.
Germany bombed Mexico during WW2 (wow who didn't Germany bomb :/)
