The way I see it, Alfred grew up very quick. Arthur did not have feelings for him as a child. And they have no blood relation. So I see it as England being kind of an older brotherly figure at first, but when Alfred became a teenager Alfred realized he began to have feelings for him. He didn't want to be seen as a kid anymore, and wanted to be a strong country. So he became independent, to make himself strong, and also to show himself as an equal to Arthur. Within this time Arthur realized how much he did care for Alfred, as he had him ripped away from him. He knew that in all of the world he was happiest when he was with him, but still felt hesitant because of how soon it was from Alfred growing up. (Keep in mind Arthur is only 23 in the series, not some old man or father. xP)
Then time passed and they kind of went their separate ways, until the 20th century when they join together in the allies. In fact in the 20th century is where we see these two grow to become very great allies. The reason why I think it's called "The special relationship" is because historically they have shared military, economic, cultural and moral advances with each other. As well as them both sharing English language and traditions.
I honestly never care that people dislike UsUk, and I understand other interpretations of their relationship, but this is a clearer version of my own. To each their own, ne. :3 -
