I lost the link when I lost my laptop, and I can't remember the name of the manga or the main characters.
So, it was about this guy who bought a cellphone [pretty sure he bought it], but his phone turned into a cute girl? That's all I really remember. It was pretty cute and I'd like to finish reading it. -
Hmm... the only thing that I could think of that sort of fits that description is Kagerou Days.
The only thing is that the phone doesn't turn into a girl, but there is a girl living in the cell phone.
There's Kisaragi Shintaro, the guy who owns the phone. Then there's Ene, the girl in the phone.

The manga wasn't an anime and it was fairly obscure from what I remember. -
