After the Great War of 1998 some years passed by peacefully. Damages were fixed, government rebuilt, war crimes punished, though there still were those who believed not everyone was being punished enough. Kingsley Shacklebolt, hero of the battle of Hogwarts and member of the Order of the Phoenix, became Minister of Magic. Under his rule magical Great Britain got better with every passing year. People were finally feeling save again. Trust towards the government was rising and it seemed that people forgot how it was to live in constant danger and fear for the lives of oneself and their close ones. Magical society quite fast started to believe that it would stay that way. In 2010 Minister of Magic, Kingsley Schacklebolt gave up the post as he felt that his part was done, and it was time to let the younger generation of politicians a chance. Right after his abdication, there were still unexplained accidents in London, Edinburgh and Cardiff with victims who just seemed to be Muggle sympathizers who believed in Wizard-Muggle cooperation. After the fact few of the witnesses were said to have seen masked assailants in long dark coats. No one was caught, but rumors started to spread about Death Eaters coming back. Many citizens demanded charges to be brought to those who stood with You-Know–Who and weren't put in Azkaban. Political strife was rife. Then Zachariah Smith was chosen as the new Minister of Magic, becoming the youngest Minister in history. His appointment was mostly due to support from radical groups interested in rebuilding of magical society and dealing with all former Death Eaters harshly; especially those in office and politics. Also important was the fact that he was a descendant of Helga Hufflepuff and that he had the firm approval of Hermione Granger-Weasley, now a Head of Department of Wizard Law Abiding, who reminded everyone of the role Zachariah had played in the war and him being part of Dumbledore's Army
There have been waves of protests against the new bureacratic tendencies coming from the Ministry of Magic - both from academics and from old wizarding families who just want things to go back to how they were before the war. On the other end of the scale are (especially Muggleborn) wizards and witches who stand by what Smith has been doing, and who are less interested in old traditions and more in modernising the wizard world. The difference between being a Pureblood and a Muggleborn have seldom been greater, and even though Voldemort is dead and gone (most believe, at least), the aftershakes of the giant earthquake the last war made in the magical world are still felt by everyone. Old families strive to maintain their power, citing ancient traditions for ignoring the new laws limiting their magic. But not everyone wants things to go back to how they were. And yet, at Czocha College in southwestern Poland, things go on as they always have. Professors still teach classes, students still get into trouble and House politics are seen as far more important than world politics.
