Yes, but they WILL get bored. Without xbox live, people will get bored playing singleplayer all the time without swat, rumble pit, griff ball, ect.

Yes, even though xbox live will shut down the wifi for it like nintendo did for all the old nintendo consols like the DS and DSI.
