Hmm. How about this:
C1 is a witch, daughter/son to the headless horseman Galloper Thompson. C2 is the ghost of (name here) punished by Galloper Thompson and thrown into the dungeons. C1 finds C2 while out exploring, and agrees to help solve the mystery of C2's death. Slowly, they begin to fall in love for each other. Is there more to this mystery than meets the eye? -
The land they live in would be Galloper's Keep, a big floating island only accessible by a portal. It's always night, and it never rains. The castle has no ceiling and is just ruins. It's never safe, with all the ghouls and ghosts creeping around.
