Maybe each of the syringes are different, depending on the person. For example, some of them will use it to keep them from using their powers, for the more dangerous people. Then, for people like Soleila, it’s to give them their powers!))

Yui helps himself to the limited food, which always looked like muck to him. He scrunches his face at the smell and makes his way over to a table, sitting with a couple of other mortals who were all discussing something. His wolf ears twitch, listening in on the conversation.
