I finally found it! I'm just flipping through the book, going, where is it, where is it? And now I've found the parabarti section. I'll get that thing typed up for you.

(ok, so I'm sorry for any flaws in this, because the from birth thing and the fact that they're not Shadowhunters changes a lot of it.)
I don't know if you want someone to bind them at birth, or that's just how they naturally are, so I'll put down what you could do for both.
If done naturally:
Most people never find their parabarti. but when you do, there is a ritual you must go through to strengthen the bond between them, otherwise it will be lost. Here's how the ritual goes:
They must stand before the each other, each take some of their own blood, then write the parabarti rune on the other person's arm. While they're doing it, they must say the Oath of the Parabarti.
(here's the oath)
Whither thou goest, I will go;
Where thou diest, I will die, and there will I be buried:
The Angel do so to me, and more also, if aught but death part thee and me.
Then the other person must do the same.
To be parabarti does not mean that they are merely best of friends. It is something much more that that. In being parabarti, you have promised to fight alongside that person. To lay down you life for the other. To travel where the other travels, and to be buried in the same place. The promise to travel everywhere with your parabarti does not mean that one person can't go to the deli while the other stays home or go grocery shopping. But when you to are miles and miles apart, you will feel a pull in you heart, like a cord that is pulling to towards your parabarti. Sometimes the pull is agonizing. The parabarti allows them to draw on each other's strength. They are able to feel the other's life force. You have doubled strength. When your parabarti dies, you feel their life leaving their body, and it feels like the cord that has snapped. Sometimes the person who's parabarti has died have gone mad with grief.
Parabarti are never allowed to marry each other. The Middle Ages were filled with songs of the forbidden love of the parabarti, and the tragedies that befell them. They had believed that they were strong enough to overcome those tragedies together, but it was not so.
The parabarti bond lasts till death. You may only have one parabarti in your lifetime, and cannot perform the ritual more than once.
