Marcy she doesn't control the legends to their full extent. She's basicly a soul in a broken vessel.
It's like a video game where you defeat the evil scientists creation and release their spirit just to get a different person emerge so echo becomes the healthy hope who is only capable of dream abilites while the other nights basicly wither and fall to the ground while Chika remains on hopes tree. -
