In some situations, whenever I see others cry I want to laugh by pulse. Just the sounds they make, the way they well up and appear whenever they weep just gets a comedic effect out of me. My intentions isn't to be insensitive, it's just my brain's sudden response. I do feel bad when a specific person cries and I don't laugh then, but whenever I see some people I just laugh whenever they cry or are seen in emotional pain.

I'm the kind of person to laugh in bad situations. Someone could go-
Person: My wife just died of cancer
Me: *Burst out laughing* Oh.
I just think it's a way of dealing with the situation. I mean, I guess it makes people see anyone as a bad person, if they laugh at certain bad things. However, I don't think it's that bad. -
When someone cries, I feel bad for them, but sometimes i cant help but laugh on the inside. Other times, like in tv shows, I usually just laugh outloud when someone dies or something like that.

I laugh out of nervousness at people getting hurt and such, so I don't think it is that bad.

I laughed at this compilation video of Pewdiepie crying on camera because i was not expecting it. I was so surprised. But in real life when people cry I always feel bad for them, which is the normal reaction as far as I know. That's why humans cry -- to make themselves feel better and also to elicit pity from others, in case that person who is crying needs help. It's like a survival mechanism.
So although you're response may not be typical, it's not abnormal, since you said you do feel bad for specific people, which I'm guessing means people you actually know.
