The executive branch has the most power, for sure. The executive branch is not just the president, but also unelected members of his Cabinet and people who run government agencies. It is the largest branch, and only one guy is elected, and he only has power over the entire executive branch in theory. In practice, the unelected bureaucrats in the executive branch form a fourth branch of government that is not accountable to any electorate.
There really isn't a wrong answer to this question, though, as long as you name an actual branch of government. -
I agree with tongue. In theory the United States is supposed to have a nice little thing called 'checks and balances', but bureaucracy has pretty much overrun that these days. One leader can bring in whoever he or she wants in those cabinets and bureaus as they see fit. Just another system that has the potential of being abused.

I always thought it was the legislative branch because they actually make the laws. Even if it's vetoed then can override it. As Ana mentioned, at this point the law can be deemed unconstitutional, but I think since they are the ones who choose these things the legislative branch is.
