Okay, as far as Ive got:
Two people, preferably with some sort of skills to defend themselves, lost a friend to an act of the government. This time period shows a government that controls everything, like a dictator. Harsh punishments and all. Public executions, burning of buildings that offend their purposes. The full-blown dictatorship deal. People show undying support for it, out of fear. The two break into a government building and try to find out why their friend was killed. When they find it, they find it buried in a file explaining many things that could be used to bring down this dictatorship. When theyre caught, they, of course, run.
Now on to our two others (whom I would like to be one of). These two are odd peoples.. Changed by the testing the government does, these two can change shape into some sort of animal beast, and are used for tracking down fugitives. They are sent to find the two that broke in, and drag them back so the government cant find out whether they shared the information with anyone else. The two runaways dont even know what they look like- their sex, what age they are. This makes it impossible to know when the two are close to them.
These two are known as the governments best trackers, whove not failed a single mission. This is why Id prefer the fugitives to be able to defend themselves. Either way.. the objective is to stay out of their grasp. Not really sure where Im going with this, but here it is.
