Tarr can inflict Fear on other slimes, and can grab slimes from a distance with a tentacle-like appendage which limits the slime's movement.
Can I grow two tentacles and use them as legs, or do they only work as arms? -
No only the Tar does

Well I am a tar slime, or at least partially. So should I attack other slimes.

YEs since your hostile but that's your choice and the tentacles are for just grabbing and eating other slimes
