Nobody is obligated to accept an apology, especially when they were truly hurt by somebody. Apologies also don't equal change.
Also, her apology had a lot of excuses in it and seemed very disingenuous and guilt-trippy to many of the people who were hurt by her
Like saying "I wouldn't forgive me either!" And "I've just been having a really tough time" etc etc are pretty guilt trippy and 'feel bad for me' kinda vibes. It doesn't change what she said and did nor does it fix the pain that was caused
Also I hate to break it to you, but messing with peoples emotions and flipping her opinion on them so they're having to second guess everything is pretty toxic behaviour, and that's only a portion of it all -

If she were truly sorry, she wouldn’t sound like she did. We were all hurt and Cats, what really pisses me off is that you can’t see that. We were all just stuck with the fact that our friend of toxic and doesn’t care about us at all -
The thing it seems like you don't see how she treated us, you don't see it as a toxic thing at all

I think you lashing out at these people and defending your friends actions or refusing to see what other people are trying to tell you says a lot about you and how little you value these people too. I hope they find better and more genuine people to befriend
