Light Shifters once use to be good but some parts of the group decided that they wanted to have control over all and the group broke up. Soon, there were wars going on over and over. Such as World War 1 and 2. They were some of the wars that were actually docimited

What are the Shifters capable of doing? -
Destroying the world. Killing civilization.

Ok how about on an individual level? -
They can make people disappear and police, FBI and case worker's will just forget about that person. All files erased and memories erased from family members and friend's head.
