I think it should be non-partisan counting the votes, but democrats and republicans should be allowed to watch

I guess it would be next to impossible to assure that the counters were truly non-partisan, so the best system would be double, and triple checking

Yes, but I think with Nevada they were allegedly counting votes of people who have not lived in that county for longer than 30 days, which is what the requirement is
