I don't know what you mean, but you can't get a profile picture when you're a Newbie, but I'm pretty sure you can get one at the next level which I think is Novice. To level up you have to make quizzes and/or polls, but quizzes work better, I think.

Click on your name. This takes you to your page. At the top you will see your name. Next to it will be a tab that says add profile pic. If you don't have this, try creating a quiz. Then it should work.
