Ok if I can
Mangle and Chica aren't female, they are machines however they were designed to be female looking.
The others aren't male , again they are machines designed to look more boyish, however I don't think it really matters
Puppet doesn't have a gender in mind when you look at its design butt the most important thing is to remember that they are robots made to entertain children
Chara's gender is dependant on the players. However I personally consider Frisk Male and Chara female. -

Reading something from the creator , I think the only one he considers female is chica and it's other versions.
Scott will not actually reveal Mangles gender ( Answering the question : What is mangles gender? With yes.) as he doesn't think it is important so my earlier statement is wrong however given the fact that mangle is a foxy remake it would make most sense for it be male. -
