In the Moderator Forum. GTQ Guy made a thread about it out of the blue.

The thread limit applies to both Newbies and Novices, according to everyone.

No, he didn't. That's all he said about it, and then it happened.

It could just be a bug, since why would any users get their bar put down for making a thread? That would discourage forum use, and makes it hard for anyone to level up.
