  Not bad.
  Nnnn well a problemo I see is that the hair doesn't look very flow-y? It looks a little clumped together in different areas. I suggest you just use simple, singular pencil strokes/lines for doing strands of hair. And make it look more like it's blowing in the wind if that's what you're going for.
  I also suggest a bit more shading on the skirt part o her dress.
  And maybe thinner lines.
  
  Btw you don't have to be experienced to be a good drawer and you sure as hell don't need 30 years experience to give a critique on drawing. That's stupid.

  Yeah, it was shaded before, but I think it lost a little. Haha.
